Eagles Spring Classic Rules
1. TOURNAMENT CLASSIFICATION 2. TOURNAMENT DATES AND LOCATION The tournament will be held March 13 & 14, 2010 at Pleasant Valley Fields Sports Complex, Freedom Park and Valle Lindo Park in Camarillo, Ventura County. 3. TOURNAMENT FORMAT The Tournament Committee will determine the format of each bracket. Awards will be presented to the 1st and 2nd place teams. Individual awards will be presented after the Championship games. 4. REGISTRATION a) Registration is for 2009-10 age brackets. b) Registration is closed for all brackets. Please contact Tournament Director for more information. c) Entry fee is $495 for U8-10 teams and $550 for teams U11-19 teams. d) On-line applications will be approved only after payment of required registration fee and the acceptance of the registration application by the tournament registrar. e) Mandatory team check-in will be 1 & 1/2 hour before the first scheduled game, Saturday at Pleasant Valley Fields Sports Complex or Freedom Park (wherever your first game is being played). There will be no Friday night check in. Failure to check in will result in automatic disqualification without a refund. Games not played will be recorded as a forfeit. 5. PLAYER ELIGIBILITY a) Each Head Coach is responsible for assuring the eligibility of his/her players. Violations will result in the removal of the team from the tournament and a complete forfeiture of registration fees. b) Only players appearing on the team's approved roster will be eligible. There is a five person limit on loan players. c) A player may play in two brackets providing the second bracket is not the same age group but is a year older. Example: A U10 player may play on U10 team and on a U11 team in two different brackets and age groups. He/She may not play in two different brackets of the same age group (i.e. GU10 Flight 1 or Flight 2 of the same age). d) USYSA laminated player passes (properly validated by the District Commissioner and/or Registrar) will be required for all players. Only 2009-10 players cards are acceptable. Any player who fails to provide a player pass before the game will be unable to play. Only exceptions to this rule will be for U8 teams. Player passes and equipment check will be completed 30 minutes prior to each game. e) CYSA-S requires that all players provide a valid medical release form. f) CYSA-S requires that all players wear shin protectors during all games. g) Teams from outside CYSA-S must provide proper travel papers. a) Boys: U8, U9, U10, U11, U12, U13, U14, U15, U16, U17, U19 b) Girls: U8, U9, U10, U11, U12, U13, U14, U15, U16, U17, U19 7. RULES OF PLAY a) FIFA rules as modified by USYSA and CYSA-S will apply. b) The Tournament Director will settle all disputes. NO PROTESTS WILL BE ALLOWED. a) It shall be the duty of each coach and parent to:
b) No more than two coaches will be allowed on the sideline. Coaches shall remain within 10 yards of the midfield line on their respective side of the field. c) Player ID cards will be given to the field marshall prior to the start of the match along with the completed Game Line-Up Card. d) Each head coach will have a current emergency medical release form for every team member in his possession at all times. 9. COMPETITION a) If a team is not on the field of play and ready to start the game within 5 minutes after the scheduled time, or fails to check-in at mandatory registration, the game shall be deemed a forfeit. The game will be recorded as a 0-1 loss. b) If a team cannot put a properly licensed and carded coach from their team on the sideline the game is terminated. A substitute coach with a valid coaching card for that club may be used as a replacement. Replacement must be made without delay of game, meaning the game cannot be stalled or delayed while a replacement coach is found. c) A minimum of seven (7) players will constitute a team (4 players for U9-U10 teams). A scheduled game shall not commence nor be continued if one or both teams cannot field the minimum number of eligible players. If a game cannot be started or is stopped as a result of team(s) being unable to field the minimum number of players, the game will be recorded as a forfeit for the offending team(s). d) The home team will be the team which appears first on the game schedule, and will choose their sideline. The home team will supply the game ball, unless supplied by the Tournament. The game ball will be subject to referee approval. The home team will be required to switch to an alternate jersey if the referee declares a color conflict. e) Free substitution is allowed in all age groups. Substitutions may be made only with the referee's consent and only at any dead ball. f) Teams will be awarded points on the following basis.

10. GAME LENGTH No injury time will be added to the game. Games that start late will have the time subtracted from the length of play for that half. There will be a five-minute rest period between halves. If the referee feels that the weather is detrimental to the players health or welfare he has the right to shorten the game.
Additional Rules and Regulations for Preliminaries Preliminary games will be terminated not less than 10 minutes prior to the scheduled start of the next game regardless of the amount of time played in each half up to that point. A game is complete upon completion of one half of play regardless of the circumstances of termination during the second half. Preliminary games can end in a tie. Additional Rules and Regulations for Semifinals Additional Rules and Regulations for Finals In the event of a tie after regulation, two overtime periods of 10 minutes using golden goal (first goal wins) will be played. There will be a five-minute rest period between the end of regulation and the beginning of overtime. There will not be a rest period between a first and second overtime period. Teams will change sides for the 2nd overtime. If the teams are still tied after two overtimes, then both teams will take penalty kicks, as described by FIFA. Only the eleven players on the field at the conclusion of the overtime may participate. 11. FOULS/MISCONDUCT Player fouls and/or misconduct will be handled in accordance with CYSA-S Rules and Regulations. a) Any coach or parent not participating within the CYSA-S code of conduct will be removed from the tournament site. b) If a player receives two (2) yellow cards in a single game, it will be considered the same as if that player had received a red card. A player receiving a red card or two yellow cards in one game will be ejected from that game, with no substitution allowed. Any player or coach ejected will not be allowed to participate in the next game. Forfeited games DO NOT satisfy the requirement for sitting out a game. c) Any player or coach receiving two red cards will be removed from the tournament. d) If, in the opinion of game officials a game must be terminated due to the misconduct of players, the bench, or spectators. The Tournament Director may then suspend the offending team from further play and forfeit all points and position previously earned. Additionally, their home league and state association will be notified accordingly. The Tournaments Directors decision is final. e) All decisions by the referee and/or tournament director will be final. 12.
